Silicon Valley’s finest all want the Pentagon’s cloud contract, even if it’s not a sensible idea

Some experts worry that awarding the work to a single firm might not get the military what it needs, and it could bring national security issues. The news: The Department of Defense is currently looking to move its digital systems to the cloud–a contract worth as much as £10 billion over the next decade. Defense One writes that, according to one government official, “the race is shaping up as a three-way fight between Amazon, Microsoft, and Google–with Oracle a rather distant fourth.” But: Axios reports that some industry experts are skeptical of the plan, arguing that a single organization might not be able to build exactly what the DoD needs.

Plus, putting all the military’s secretive eggs in one firm’s encrypted basket might be convenient, but could prove hugely problematic if a system was found to be insecure. The Amazon issues: Meanwhile, Oracle’s CEO, Safra Catz, has reportedly told Donald Trump that the process for choosing the cloud provider seems to be rigged in Amazon’s favor. But while Donald Trump apparently told her he wanted the process to be pair, a number of reports suggest that the President plans to “go after” Amazon, which could yet affect the contest.

Now what? It’s still early days in the procurement process, with a final draft of the Pentagon’s wants due to be published May.

But it looks like competition will be fierce and, potentially, uneven.

RAC in breach of new insurance rules on renewals

Breakdown[1] insurer the RAC is writing to customers after the city watchdog found it had failed to follow new rules on price transparency a full year after they were introduced. The Financial Conduct Authority found that the insurer was providing renewal notices that did not comply with the regulations, including failing to disclose the previous year’s premium. Which? explains how RAC customers are affected and what the new rules oblige insurers to disclose.

RAC fails to provide transparent information

In April last year, following a Which? campaign[2] calling on insurers to give clearer information to their customers at renewal, the FCA brought in rules compelling insurers to be more transparent. Most insurers have successfully adjusted to the new regime, giving customers a better chance to find the best deal. Yet 12 months later, the RAC (which also sells car[3] and home[4] insurance) is the latest firm the FCA has criticised for falling short.

The FCA found the RAC was failing to display the previous and current year’s premiums, as well as a message encouraging customers to shop around, as key information in renewal offers. An FCA spokesperson said: ‘It’s simply unacceptable to see that some firms are still not being properly transparent with their customers a year on from the introduction of the rules. Firms failing to get this right may have led to consumers losing out as they do not have the right information to decide whether or not to shop around.’

The RAC is writing to the affected breakdown insurance customers to clarify any inaccurate information they’ve been provided. Any customers who received renewal notices in the past year could be among those affected. An RAC spokesperson said: ‘While our breakdown policy renewal documentation did accurately contain all the necessary information, we recognise that some of the key information in our letters was not as prominently displayed as it should have been.

‘We continue to be committed to giving members clear and fair information so they can make the right decision and are contacting those affected to ensure they are satisfied.’

Other insurers failing to comply

Last June, Admiral[5] was named for providing inaccurate information to some of its customers about what they’d paid previously – giving misleading impressions of how their yearly premiums had changed. The FCA highlighted four key areas in which multiple firms were failing to meet its rules last October. These were:

  • Failing to implement the new rules for all products and customers
  • Mis-stating the previous year’s premium
  • Leaving out the shopping around message or not presenting it in a way which draws the reader’s attention
  • Failing to properly identify all customers who needed renewal information either because of system error or misunderstanding the rules.

Snapshot Which? research in December 2017 also uncovered several insurers (Admiral, Aviva, John Lewis and Rias) actively preventing existing customers from finding out what they would have been charged as a new customer.

While this doesn’t breach the FCA’s rules, it does deprive renewing customers of highly useful information – namely, discounts offered to new customers – that could help them haggle for the best price.

What do the FCA rules require?

Under the FCA rules introduced on 1 April 2017, insurers are required to be more transparent with their customers. This includes:

  • Disclosing last year’s premium at renewal, so customers can compare the cost
  • Encouraging consumers to shop around for the best deal at renewal
  • Identifying customers who have repeatedly renewed four or more consecutive times, and including additional messages to encourage shopping around.

Where you believe that your insurer has not provided you with the right information, you should make a complaint directly to them. If it’s not resolved, you can complain to the Financial Ombudsman Service.

How to get the best quote

Whether it’s car or home insurance, or your breakdown cover, a little legwork at renewal time to find the best deal could be worth hundreds of pounds. Insurers will often hike the price for existing customers whose policies are up for renewal, meaning you may end up paying a ‘loyalty premium’[7]. Below are our top tips for getting a better deal.

Pay attention to how much your premium has changed According to market data from the AA, average car insurance premiums increased by around 2% over 2017, and combined home insurance policies by 5%. Before renewing with your insurer, check how their offer differs from what was on the table twelve months ago.

Check what your insurer’s rivals are offering Insurers are competing for your business, and many will offer discounts during the first year to induce customers to switch to them. Look on a few comparison sites to see what sorts of prices are being offered to you as a new customer for cover that you’re happy with.

Check you have the right cover for you What’s in the shopping basket? It can be easy to pick up extra add-ons[8] that aren’t necessarily of practical value to you, but inflate the price.

For instance, you may not need bicycle cover or cover for driving overseas.
